由于学校政教处、政治教研室、班主任和团委“四支队伍”，分别归主管德育的校长、主管教学的校长和党总支（支部）书记管，使德育工作难以统一安排，形不成合力。况且，班主任和团的活动能够占用的时间极少，加起来一周只有两节课，还常常被挤占；而政治课实际上成了“应考课”、“升学拉分课”。

一些老教师说：“升学第一、分数第一、智育第一的问题相当突出，是建国后教育与教学失衡的最严重时期。”“三个第一”究竟会带来什么样的结果呢？据对19个重点和非重点中学的调查表明，目前中学生的政治思想水平与文化素质逆向发展，升学率高的学校，学生的政治水平反而比较低。

我从2007年10月22日至11月22日进行了专业实践与社会调查活动，为期一个月。主要是对--初中的英语口语教学情况进行了调查。通过调查研究，对在英语口语教学中发现的问题有了初步的了解，为深化教学改革，加强教育教学的针对性，提高教育教学的实效性，探索实施素质教育的新路子，提供了客观依据。

2. 调查方法

(1).问卷调查

问卷调查在--初级中学进行，共发问卷420份，回收有效问卷415份，接近理想的高效样本数。

(2).座谈会及个案调查

整个调查共召开了两次教师座谈会，四次学生座谈会。这些座谈会，不仅为我们提供了大量生动的典型材料，而且为理性分析提供了基础。

二、调查的内容及结果分析

1.发现问题并明确问题的性质

在口语教学中我发现：（1）部分学生不愿积极参与课堂口语活动；（2）有些学生在口语活动中虽然表现出很高的积极性，但在说英语时却出现了很多语言错误。这种状况与中学英语新课程标准中关于说的教学目标相差甚远。

2.进行调查研究

针对上述问题，我对学生的口语学习和口语活动现状进行了问卷调查。（调查结果见表1——表3）
