In order to better resolve the particular problems about marine issues and resource development, Japan will make efforts in the following aspects: Firstly, Japan tends to further the goals of maritime policy. This means Japan will bring into play the leading role of oceans in solving global problems, perfect the system of the sustainable marine resource and take advantage of the ocean to ensure the security and life of Japanese citizens. Secondly, Japan tries its best to coordinate the marine resource development with the marine environment protection. Thirdly, Japan is willing to take measures to be committed to promoting the cooperation of the Asia-Pacific region. 21世纪是知识经济时代，而知识产权是知识经济的支柱之一。为了使知识产权更好地为本国经济发展服务，一方面不断完善知识产权法律体系，另一方面不断提高服务质量，争取国内国际的知识产权政策都能最大限度地维护本国利益。

一是尽快完善知识产权法律体系，使它更能满足国家经济发展的需要。因为我国多为中小型企业，中小企业管理知识产权资产水平不足，企业内部未形成一套高效的管理体制，如未定期对知识产权资产进行规整，将对企业发展非常不利。

其次要尽快统一各国专利法，实施产权共享。但我建议进行分化统一。

即在发展中国家中制定一个方案，在发达国家中指定一个方案，这样两类国家互不干扰。再者是加强国际合作，在全球知识产权保护政策中争取自己最佳的利益。

我国在国际合作中的行动原则，是维持自己在国际上的声誉，加强我国作为中等知识产权国家的影响力，积极参与多边合作，争取最佳利益。 以上是我的观点，谢谢。

你是什么时候发言呢？ 如果你在会议初期的发言人名单里发言，那么根据你的PP改一改就OK了。

你可以谈谈你所代表的国家对于这次的topic有什么看法，立场是什么，对于这个issue有什么解决方法之类的。 如果你在会议中后期的发言人名单，那么就比较灵活了。

不建议提前准备，因为会场进度是瞬息万变的。可能你准备好了的东西拿上去讲的时候已经过时了，这样就比较尴尬。

我在美国开会的时候，有一次准备好了上去发言，结果下面的美国代表很不客气的说“我们已经讨论过这个问题了，把啦把啦把啦的”虽然中国人比美国人要polite很多，但是讲过时的东西还是不大好啊。会议中后期的发言应该基于你对当时讨论的东西有什么立场，看法，你和XX国家是一个country bloc，你们这个country bloc对整个issue有什么比较完整的解决方法，或者对XXX国家代表的发言有什么针对性的疑问或回答。

如果是有组织核心磋商是时的发言，应该基于改磋商的主题进行发言。因为有组织核心磋商是瞬间提出的，所以基本没有办法准备。

America, as a special continent on the earth, owns the most complex indigenous population and culture. Due to the invasion from imperialistic colonists, the indigenous habitants （这里habitants更好，population是没有复数的） were forced to remove from their territory. Furthermore, they were obliged to work for the colonists. This caused the result of a sharp decrease of the indigenous population from more than 25,000,000 people in 1519 to barely 1,300,000 in 1595.[1] In view of the existing situation, it ought to be designated that indegenous peoples should never be left at the bottom of the economy, but integrated into the regional economy through the consolidation of law enforcement and the participation in social economic activities.There are many laws enforced to protect the rights and freedom of peoples belonging to those minorities. They are an integral part of the international protection of human rights, such as American Indian Law.[2] But few of those really work. For instance, American Indian Law stipulated that Indian people own limited self-determination. But it is conflicting with the trusteeship the United States Federal Government emphasized essentially.[3] The Inter-American Development Bank and the Multilateral Investment Fund have also made a policy on indigenous population. The policy contains two sets of directives. The first requires the Bank to use its best efforts to promote the development with identity of indigenous peoples. The second creates safeguards designed to prevent or minimize exclusion and adverse impacts that Bank operations might generate with respect to indigenous peoples and their rights.[4] Government of St.Lucia is a supporter for this policy, since it creates another way to protect indigenous peoples' rights.Saint Lucia is a country,which owns a population of 160,922 (July 2010 est.), from which 82.5% are black and 2.4% East Indian (2001 census).[5] Directed against the conflict between races, Government of St.Lucia has made the rights of indigenous peoples legal. It is written in St.Lucia Constitution that every person in Saint Lucia is entitled to the fundamental rights and freedoms, whatever his race, place of origin, political opinions, color, creed or sex might be.[6] Government of St.Lucia would never stop the pursuit of indigenous peoples' equality, liberty, and self-determination, and efforts at eliminating misunderstanding and discrimination. Simultaneously, Government of St.Lucia will contribute tourism development, supply indigenous peoples with employment opportunities, increase the odds that indigenous people can reach for economic activities. Therefore, Government of St.Lucia urges that Government of America should contribute to restitute the indigenous peoples' equal rights in every aspects, offer them opportunities to enter the social production, construct public projects to increase employment opportunities and develop social economy at the same time. Meanwhile, countries should pay attention to legislation, ensure law enforcement.。

Good morning!
